Police told the Hour that they responded to a Prospect Street home on a report of an altercation at around 5:30 p.m., and could hear an altercation and an argument over missing heroin through the door when they arrived. After knocking and getting no response, and hearing calls for help, they knocked down the door, the Hour reported.

They found 35-year-old Richard Zwart inside the home, and he was sweating and appeared to be under the influence of drugs, the Hour reported. He did not comply with arguments to get on the ground, and was taken down and handcuffed by officers, the Hour reported.

The woman told police that she told him that he could not stay at the home at which point he grabbed her by the throat, according to the Hour. There was a box of heroin paraphernalia on a table, according to the Hour.

Zwart was charged with possession of drug paraphernalia, interfering with an officer, first-degree strangulation and first-degree unlawful restraint and held on a $35,000 bond, according to the Hour.
